About the Founder

Elizabeth Whitehouse

Elizabeth Whitehouse is a nationally recognized policy strategist and funding expert with a record of securing and managing large-scale state and federal investments. As founder of Whitehouse Strategies, she helps organizations win competitive grants, diversify funding, navigate state and federal affairs, and deliver complex programs from design through execution.

Previously, Elizabeth served as Chief Policy and Programming Officer and Director of the Center of Innovation at The Council of State Governments, where she built and led a multimillion-dollar, grant- and contract-funded policy portfolio spanning elections, cybersecurity, education, workforce development, disability employment, and occupational licensure. She directed end-to-end grant strategy, compliance, and national program delivery.

Her public service includes co-authoring Kentucky’s successful $44.3 million Race to the Top grant and overseeing numerous multi-million-dollar policy and funding initiatives. A seventh-generation Kentuckian, she brings credibility, political insight, and execution discipline.
